Dubai South is not a conventional off-plan builder but a government-owned master development — a 145 sq km planned city launched in 2006 around Al Maktoum International Airport and operating as a free zone under the Dubai Aviation City Corporation. It is organised into purpose-built districts covering aviation, logistics, business, commercial and residential use, with Expo 2020 having been held on land at its edge, since redeveloped as Expo City Dubai. Long-term masterplanning targets a resident population approaching one million. Residential neighbourhoods delivered within the district, such as The Pulse and South Bay, are pitched largely at mid-market end-users and the airport-corridor workforce rather than luxury buyers. Investor interest here is infrastructure-led, tied to the phased expansion of Al Maktoum International.
