LEOS International is the Dubai arm of LEOS Developments, a British privately owned developer founded by architect Rui Liu, who chairs the group. The company started in the United Kingdom — with schemes across London, Surrey and Hertfordshire — before moving its headquarters to Dubai, where its residential portfolio is concentrated in Jumeirah Village Circle, Dubai Land Residence Complex, Dubai Sports City and Meydan District 11. Its Dubai output sits in the mid-to-upper residential bracket and leans on a wellness-and-sustainability pitch: climate-adaptive design, biophilic landscaping and amenity-heavy apartment buildings. LEOS is a comparatively recent entrant to the emirate, with its first local handovers only now reaching completion, so its UAE delivery record is still short relative to established Dubai developers.
