Expo City Dubai is not a private developer but a government-established master-developer and district authority. Expo City Dubai Authority was created by Dubai Law No. (14) of 2022, which transferred the Expo 2020 Dubai site and its assets into its custody; it is chaired by Sheikh Ahmed bin Saeed Al Maktoum, with Reem Al Hashimy as chief executive. The 3.5 sq km district retains built Expo 2020 landmarks including the Al Wasl dome, the Terra and Alif pavilions, Garden in the Sky and the Surreal water feature, alongside the Dubai Exhibition Centre and the established Expo Village residential community. Its 2024 master plan sets out five districts for more than 35,000 residents and 40,000 professionals, positioning Expo City as a sustainability-led, mixed-use urban centre aligned with the Dubai 2040 Urban Master Plan and net-zero-by-2050 goals.
